Paste the full URLs of the pages you want search engines to find, one per line. The helper checks each one, normalizes it (for example https://Example.com becomes https://example.com/), removes duplicates and #fragments, escapes characters like & and writes a sitemap.xml in the sitemaps.org format.
Upload the file to your site (usually https://example.com/sitemap.xml), list it in robots.txt, and submit it in Google Search Console and Bing Webmaster Tools. Nothing you paste leaves your browser.

https://example.com/search?q=a&b=c is written as https://example.com/search?q=a&b=c, as XML requires.
Google ignores both. It uses lastmod only when it's accurate, so set a date only if it reflects real changes.
